Rick was born July 30, 1948, to Louis M. and Jocie R. Nowlin. He and his siblings (one brother and two sisters) were raised in Ferriday, Louisiana and attended Ferriday High School. Rick graduated from Ferriday High in 1966.

Rick then went to Louisiana Tech where he received a B.S. in Electrical Engineering in 1971. He was a member of ETA KAPPA NU Honor Electrical Society, SIGMA NU Social Fraternity, OMICRON DELTA KAPPA Honor Society and was listed in Who's Who in American College and Universities.

In (1972) Rick graduated from Louisiana Tech. with a Master of Business Administration degree with honors and was a member of BETA GAMMA SIGMA Honor Business Society.

Rick married Brenda Barr now deceased (May 2000). They have two children, Jennifer (age 27), a graduate student at Ohio State University, and Matthew (age23) who graduated from Texas A&M in May 2007.

Rick has been a resident of Natchitoches, Louisiana since 1979 and has been very involved in the community from the beginning. Ricks involvement includes but is not limited to:

  • National Rifle Association (N.R.A.) Life Member
  • Simcoe Walmsley Lodge 359, F & A.M., Past Master
  • Charter Board Member Boys and Girls Club of Natchitoches
  • Former Member Natchitoches Historic District Commission

  • Owner, Ducournau Restaurant and Townhouse Natchitoches, Louisiana
  • 5 (five) time board member of Consulting Engineers Council of Louisiana.
  • 2 (two) time President of Consulting Engineers Council of Louisiana, Alexandria chapter.

  • National Society of Professional Engineers
